The sign-in is open, or came back connected a moment ago and the call's step hasn't changed yet.
isDeclining
Their "not now" is on its way, or arrived and the call's step hasn't changed yet.
connectFailed
The sign-in couldn't be opened, and the person can try again.
declineFailed
Their "not now" couldn't be sent, and the person can answer again.
isExpired
The sign-in is past its AIToolAuthorization.expiresAt, so Connect is no longer offered.
